PROBLEM TO BE SOLVED: To provide an opening restriction device which can prevent component members from being damaged or deformed even if an excessive external force is applied to an open face plate, and to provide a fitting. SOLUTION: According to the operation of the opening restriction device, when an external force in excess of a predetermined support force acts on a sash 3 in a fully open position, restriction is canceled by a support member 16 as a restriction canceling means, and therefore by virtue of energy absorption by the support member 16, or conversion of the external force into kinetic energy of the sash 3 rotating to a second fully open position, energy of wind pressure or the like can be consumed. Therefore even if the large external force such as wind pressure or the like acts on the sash, each component member of a wind frame 2 and the sash 3, each component member of the opening restriction device 10, a hinge 9A, etc. are free from occurrence of an excessive stress, and therefore damage and deformation of each component member can be prevented.
