A water-soluble polymer composition is provided to secure inseparableness of soil and water, fluidity and drooping property when added to the soil in a pump carrier-type shield construction method, and to discharge the soil by pump pressure. A water-soluble polymer composition comprises an acrylamide copolymer 0.01~50 weight % having at least 1,000,000 molecular weight and 5~50 mole % degree of anionization; a cellulose derivative 0.01~50 weight % having at least 50,000 molecular weight and 0.3~3.0 degree of etherization; a first water-soluble natural polysaccharide 0.01~50 weight % 1,4- glycoside-bonded with alpha-L-gulonic acid and beta-D-mannuronic acid in a pyranose type; and clay mineral 10~99.7 weight % containing sodium (Na) type or calcium (Ca) type montmorillonite.
