A web-page modulation estimation method and a web-page modulation estimation system are provided to increase an accuracy of a modulation determination of the web page by applying a modulation determination condition according to adaptive for each type condition of application. For each type condition of application storage(10) sets up for each type condition of application for applying a plurality of different modulation determination conditions to each type of the web page. A type judgment condition storage(20) sets up the type judgment condition for determining the type of web page. A type determining unit(30) determines the type of the web page based on the type judgment condition. A modulation determination part(40) applies the modulation determination condition corresponding to the type determined based on for each type condition of application.
