An apparatus and a method for allocating a uplink resource in a wireless communication system are provided to selectively allocate resources for an uplink signal by a frame unit to control interference between cells. A receiver receives an uplink resource request signal by at least one terminal. A scheduler(912) divides terminals located in a cell and terminals located outside the cell according to location information of terminals requesting uplink resources. The scheduler allocates wireless resources of frames different by a sector as uplink resources of the terminals located outside the cell. A transmitting unit transmits resource allocation information to the terminals.
