The cutter has a longitudinal blade (13) pivotingly mounted on an end of a handle (30) around a transversal axle e.g. threaded rod (12), between a closed storage position and an opening position for its utilization. A mechanical monoblock piece (A) e.g. ferrule, is used for assembling the handle and the blade, and used for housing two plungers with springs and balls. The threaded rod is turned for acting as the axle to rotate the blade by a hole (41).
