A safety valve performance tester is provided to test the performance of the safety valve without replacement of a pipe and a flange according to the safe valve by using a hydraulic supplying pipe in testing a gas safety valve and using a pneumatic supplying pipe in testing a liquid safety valve. A safety valve performance tester comprises a valve connection part(100) and a pressure supplying piping part. The valve connection part comprises a board-shaped flange(110) and a clamp(120). The end part of a gas safety valve or a liquid safety valve is selectively connected to the board-shaped flange. In the board-shape flange, a flow path delivering air pressure or fluid pressure to the safety valve is formed. The clamp is connected to the exterior of the safety valve and presses the safety valve toward the flange and fixes the safety valve. The pressure supplying piping part is composed of a pneumatic supplying pipe and a hydraulic supplying part. The pneumatic supplying pipe is connected to the valve connection part and supplies set air pressure to the gas safety valve. The hydraulic supplying pipe is connected to the valve connection part and supplies set fluid pressure to the liquid safety valve.
