An apparatus and a method for channel encoding/decoding in a communication system using LDPC(Low-Density Parity-Check) are provided to optimize performance of a communication system by optimizing a Tanner graph property. Variables for designing a LDPC code are determined(801). A first parity check matrix of a circulation LDPC code is formed according to the determined variable(803). Circulation permutation matrixes of column blocks are determined(805). A second parity check matrix is obtained by removing 1 of a final column of a first row in the first parity check matrix(807). A third parity check matrix is calculated by rearranging the second parity check matrix(809).
