<p>It is possible to provide an operation simulation evaluation method, a driving simulation evaluation device, and a computer program for realizing the driving simulation evaluation device which can virtually realize an actual sensing state and a radio communication state and verify affect of a performance parameter change to a safe driving at a low cost in a short period of time. A virtual sensing unit (20) virtually realizes a sensor for detecting an object according to other vehicle information, generates information on the object, and outputs it to a virtual communication unit (40). The virtual communication unit (40) virtually realizes a communication state until data is transmitted to an on-vehicle device, virtually generates a communication delay state, a radio achievement ratio state, a communication error state, and the like, and outputs data on these states to a virtual on-vehicle device (60).
