PROBLEM TO BE SOLVED: To solve the problem wherein software or the like can not be downloaded after confirming the environment of a user terminal device in the conventional practice.

SOLUTION: A server device includes an upgrading information storing part that stores at least one piece of upgrading information having, in pairs, condition information being information indicating a condition for downloading update software being upgraded software and the update software, a decision part which determines whether the environment of a user terminal device being a device of a downloading destination of the update software matches the condition information, and an update software transmitting part for transmitting the update software to the user terminal device when the decision part determines that the environment of the user terminal device matches the condition information.
