<p><P>PROBLEM TO BE SOLVED: To control image data transmission of a camera by priority according to the conditions. <P>SOLUTION: A setting information storage means 1a stores setting information on cameras 4a, 4b, ..., and 4n installed at respective places. When disaster information is received, a disaster detecting means 1b extracts a type of the disaster and an area where the disaster has occurred from the disaster information. A priority determining means 1c retrieves setting information based on the type and area of the disaster, and extracts setting information corresponding to the type of the disaster. Based on the extracted setting information, the priority determining means determines priority of image data transmission of the camera installed in the object area.
