SOLUTION: The base material of the clad steel plate has a composition comprising 0.05 to 0.10% C, 0.10 to 0.30% Si, 1.30 to 1.70% Mn,≤0.015% P,≤0.005% S, 0.10 to 0.60% Ni, 0.10 to 0.45% Cr, 0.05 to 0.40% Cu, 0.05 to 0.40% Mo, 0.02 to 0.06% V, 0.03 to 0.10% Nb, 0.005 to 0.025% Ti, 0.020 to 0.050% Al, 0.0010 to 0.0040% Ca and 0.0030 to 0.0100% N, and the balance Fe with inevitable impurities, and in which the contents of the Ni, Cr, Cu and Mo lie in the range of 0.70%≤Ni+Cr+Cu+Mo≤1.30%.
