PROBLEM TO BE SOLVED: To provide a water restrictor installation device enabling secure prevention of the rust of the cut surfaces of an existing fluid pipe cut in a water non-cut-off condition. SOLUTION: The water restrictor installation device comprises a casing 7 in which a cut piece 1' cut off the metal existing fluid pipe 1 at two sites in a water non-cut-off condition by a fluid pipe cutting device is removed from the casing 7 to the outside along a predetermined collecting direction and a water restrictor 2 is inserted and installed into a cut site K for preventing the rust of the cut surfaces 26a, 26b of the existing fluid pipe 1. The cut surfaces 26a, 26b are cut in tapered shape gradually unfolded to the collecting direction. On rust preventing flanges 31, 31, rust preventing materials 32, 32 are provided which have abutting faces 32a, 32a formed in tapered shape gradually unfolded to the collecting direction corresponding to the cut surfaces 26a, 26b. The rust preventing materials 32, 32 abut on the cut surfaces 26a, 26b over the peripheral direction in the condition that the water restrictor 2 is installed in the cut site K.
