PROBLEM TO BE SOLVED: To provide a valve timing adjusting device for guaranteeing startability of an internal combustion engine with a simple constitution, and successively providing the valve timing suitable for operation of the internal combustion engine. SOLUTION: This valve timing adjusting device has: a driving rotary body 11 interlocking and rotating with a crankshaft; a driven rotary body 14 interlocking and rotating with a camshaft 2, forming ignition timing advance chambers 56-59 and ignition timing delay chambers 52-55 in the rotational direction between the driving rotary body and itself and relatively rotating to the ignition timing advance side or the ignition timing delay side to the driving rotary body by supplying a working fluid to the ignition timing advance chambers or the ignition timing delay chambers; and an energizing mechanism 100 arranged in any one rotary body of the driving rotary body and the driven rotary body, having an elastic member 110 and a projection part 121 rotating together with one rotary body and relatively rotatably contacting with the other rotary body and energizing restoring force of the elastic member to the other rotary body. A contact part 142 contacting with the projection part in the other rotary body, has a receiving part 150 for supporting the projection part and increasing the restoring force in the rotational direction on the ignition timing advance side and the ignition timing delay side of relative rotation to one rotary body.
