PROBLEM TO BE SOLVED: To solve the following problems: recommendation obtained by taking into consideration which part in a moving image a user pays attention to cannot be performed in the case of recommending the moving image by using information because the information such as a title is attached to one entire moving image in the conventional moving image recommendation system; and only continuation length cannot be simply used because it has to be taken into consideration which part of the moving image and at which timing is seen when a moving image is a target. SOLUTION: The system comprises: a means which calculates a movement locus of a stationary point representing a part to which a user pays attention in each viewer about viewers viewing a moving image, calculates the total amount about distances of movement locus data among users on the basis of the movement locus over the whole images, evaluates the closeness of an interest trend among the users on the basis of the obtained total amount, and groups users having close interest trends; and a means which recommends a moving image to recommendation target users on the basis of the recommendation target users and an evaluation in a user set having close interest.
