PROBLEM TO BE SOLVED: To more accurately recognize an abnormal area where an unusual object and the like is photographed in an input image. SOLUTION: An image recognition device (20) includes: a common edge extracting means (21) for extracting a common edge in a plurality of edge images stored in a predetermined storage means (27); a variable edge strength information map generating means (22) for generating a variable edge strength information map in a position on an image other than the common edge; an input image converting means (23) for converting an input image into an input edge image; a first edge removing means (24) for removing an edge corresponding to the common edge from the converted input edge image; and a second edge removing means (25) for removing an edge whose relationship with the variable edge strength information in the variable edge strength information map satisfies a predetermined condition from the edge image after removing the edge corresponding to the common edge by the first edge removing means.
