A physical uplink control signal transmitting method for a time division duplex system, wherein the uplink control signal is over 2 bits. The method includes: a base station distributes a number of uplink channel code resources of physical uplink control channel for a user equipment, and negotiates with the user equipment about that the different uplink channel code resources are employed to transmit the different content expressed by the uplink control signals; the user equipment selects one or more uplink channel code resources from the distributed uplink channel code resource according to the content of the uplink control signals to be transmitted, and transmits the uplink control signals on the physical uplink control channel.
