PROBLEM TO BE SOLVED: To provide a landmark detection device, a method, and a program, for accurately detecting a landmark. SOLUTION: The landmark detection device comprises: the landmark 200 having a light source; a light emission pattern control means 201 to control time changes in light emission by the landmark 200; an image pickup means 100 to capture an image including the landmark 200; an image processing means 101 to process the image from the image pickup means 100 and detect the landmark 200 by focusing its light emission pattern; a light emission pattern determination means 102 to determine the light emission pattern of the landmark 200 according to the number of images processable by the image processing means 101 per unit time; and a control signal transmission means 103 to transmit the light emission pattern determined by the light emission pattern determination means 102 to the light emission pattern control means 201. The light emission pattern control means 201 changes the light emission pattern of the landmark 200, based on the light emission pattern transmitted from the control signal transmission means 103.
