PROBLEM TO BE SOLVED: To provide a water-in-oil emulsion type makeup cosmetic which excels in emphasis on a stereoscopic effect and uniformity of a cosmetic film, includes its high cosmetic persistence effect, and excels in a feeling of use. SOLUTION: The water-in-oil emulsion type makeup cosmetic includes (A) an lipophilic silicone-based surface active agent having an HLB of 3-7, (B) an acrylic-silicone-based graft copolymer, (C) a high viscosity oil, (D) a volatile silicone oil, and (E) a powder.
