PROBLEM TO BE SOLVED: To improve adhesion respecting the hydrophilic coating material to dissolve the problem: although, of methods to develop antifouling effect or antistatic effect by imparting hydrophilicity to the surface of a substrate, the method of forming the film by coating a hydrophilic coating material consisting mainly of a tetrafluoroethylene resin graft-polymerized with sulfonic acid (hereinafter referred to as "Nafion" (R)) is one of the most effective, the method poses the problem of lack of adhesion to plastics and metal substrates. SOLUTION: In the hydrophilic coating material containing the tetrafluoroethylene resin having graft-polymerized sulfonic acid, by mixing a heat-curable fluororesin and a curing component or mixing an acrylic silicone resin in a specific ratio and by conducting heat curing, the adhesion jumpingly improves.
