PROBLEM TO BE SOLVED: To manufacture a composite filter having an electromagnetic wave blocking function made composite with an optical filter function with a pigment containing adhesive layer, by completely preventing contact of deteriorating substances such as a conductive mesh layer and an etching solution that cause pigment deterioration. SOLUTION: The electromagnetic wave blocking composite filter 10 is manufactured by performing: (A) a first step for preparing a both side covered adhesive layer laminate 4 by laminating a pigment containing adhesive layer 1 and a transparent base material 2 on a release type film 3; and then (B) a second step for producing a mesh laminate 7 by forming an conductive mesh layer 5 using a metal on the transparent base material side of the adhesive laminate. (B) Step, in forming conductive mesh layer, may include (B1) an etching step for forming the conductive mesh layer on the metal laminate 6 made by laminating the metal layer 5A such as copper foil on the side face of the transparent base material of the adhesive laminate by corroding a metal layer covered by a resist pattern by a photolithography method and the like with an etching solution to form mesh.
