PROBLEM TO BE SOLVED: To provide a programmable controller for preventing the delay of a scan time to END processing with simple configurations, and for stably operating a controlled device. SOLUTION: The programmable controller is provided with: a dynamic scheduling part 14 for setting a schedule on by which number of times should a prescribed number of time restricted scanning function be executed by the rate of one time per the prescribed number of times of scanning in the case of performing END processing; and an END processing part 12 for executing a function which should be executed every time in the case of performing END processing and the prescribed number of time restricted scanning function. The dynamic scheduling part 14 sets scan procedure information to set a total time required for the execution of the prescribed number of time restricted scanning function to be set for each time of scanning within a prescribed range, and the EDN processing part 12 executes each time of prescribed number of time restricted scanning function according to the scanning procedure information.
