A device and a method for changing a TV channel are provided to successively change channels according to arrangement order of selected channels. A TS demultiplexing unit(220) outputs a video signal, an audio signal, and TS packet information by demultiplexes a transport stream provided from a tuner(210). A channel map(260) includes information about a plurality of channels and information about each characteristic per a channel. A controller(250) classifies one or more preference channels having a predetermined channel characteristic among a plurality of channels. The controller successively performs channel changes according to arrangement order of preference channels.
