PROBLEM TO BE SOLVED: To provide an ink composition for a water-based ballpoint pen, specifically, a water-based ink composition using hollow resin particles, and a water-based ballpoint pen using the composition exhibiting good handwriting visibility just after writing, good handwriting fixity, and good writing feelings. SOLUTION: The ink composition for a water-based ballpoint pen comprises at least a titanium oxide, hollow resin particles, a water-soluble resin, a resin emulsion, and a phosphate ester surfactant. Based on the total mass of the ink composition, the content of titanium oxide is 0.1-10.0 mass%, and the total content of titanium oxide and the hollow resin particles is 5.0-25.0 mass%.
