PROBLEM TO BE SOLVED: To provide a communication management device for reducing required power for communication using a plurality of carriers. SOLUTION: Power line communication apparatuses 104, 106 monitor the transfer data amount of data to flow into the apparatuses, calculate the number of required carriers to be required in data communication, based on the transfer data amount, and transmit messages 310, 320 including the number of required carriers to a power line communication apparatus 102 to be functioned as the communication management device. The power line communication apparatus 102 determines a communication carrier to be actually used in communication, based on the respective messages, and transmits an instruction 330 for requesting setting for communication by the communication carrier to the respective power line communication apparatuses.
