PROBLEM TO BE SOLVED: To provide a processing request arbitration method of an information communication system, which improves the performance of an information processing system, and its system. SOLUTION: The information processing system 10 is constructed so as to access an HDD 16 from processors 11 and 12 through a first address space or a second address space. When the processors 11 and 12 access the HDD 16, whether the access is performed through the first address space or is performed through the second address space is determined by an access decision circuit 14. When read access accompanied by write access is delayed and is performed through the second address space, the access generated with the delay is made to stand by until the access executed in advance is completed.
