PROBLEM TO BE SOLVED: To provide a fixing device that prevents lowering of tension of a fixing belt due to a temperature rise over a long period of time, and to provide an image forming apparatus with the fixing device. SOLUTION: The fixing device 20 includes a fixing roller 21, an endless fixing belt 23, a pressure roller 22, a heating wire 31, a first base material layer 34 and a second base material layer 33. The pressure roller 22 is brought into pressure contact with the fixing roller 21 with a part of the fixing belt 23 held in the thickness direction between them, and a paper sheet 90 is carried in a space up to the fixing belt 23. A thermal deformation part including the first base material layer 34 and the second base material layer 33 presents a peripheral surface shape, and stretches the fixing belt 23 on its outer peripheral surface together with the fixing roller 21. The thermal deformation part transfers heat generated by the heating wire 31 to the fixing belt 23, and thermally deforms in the direction of increasing the pressure contact force with the fixing belt 23 according to a temperature rise of the fixing belt 23.
