<P>PROBLEM TO BE SOLVED: To provide an image encoder capable of narrowing down the number of intra prediction modes in inter-pictures, reducing an operation amount in encoding and reducing power consumption. <P>SOLUTION: The image encoder is provided with: a decision means 140 for deciding whether or not the input is the inter-picture; a control means 134 for performing processing for executing inter prediction encoding in the case of the inter-picture and a first state, and comparing an inter prediction evaluation value based on a luminance difference between an input macro block image and a predicted inter prediction image corresponding thereto with a total intra prediction evaluation value for which respective intra prediction evaluation values based on a luminance difference between respective intra prediction images obtained for respective division blocks obtained by dividing a macro block and an input block image corresponding thereto are totaled to decide whether or not the inter prediction evaluation value is smaller in the case of a second state; and a determination means 134 for determining execution of inter prediction encoding when it is smaller. <P>COPYRIGHT: (C)2009,JPO&INPIT |
