PROBLEM TO BE SOLVED: To provide a radio base station device capable of performing band allocation processing in accordance with conditions required for network applications. SOLUTION: Regarding all scheduling types, a band deciding unit 246 decides whether the band being used at present is larger than the minimum guaranteed band or not, and outputs information about the scheduling types to a band allocation control unit 250. Regarding all the scheduling types, a priority deciding unit 248 decides priorities thereof are lower than a priority of a novel scheduling type or not and outputs information about the scheduling types to the band allocation control unit 250. The band allocation control unit 250 performs processing to decrease bands to be used for the scheduling types and to increase the bands to be used for the novel scheduling type just by the decreased bands.
