PROBLEM TO BE SOLVED: To control service provision propriety by a service provision means used by being connected with the mobile station of a cellular communication system depending on a cell in which the mobile station is present. SOLUTION: A femto base station 11 forms a femtocell 10 which is a service provision cell. When being present in the femtocell 10 which is the service provision cell, the mobile station 12 permits service provision by a service provision terminal 13 used by being communicably connected to itself.
