PROBLEM TO BE SOLVED: To provide an information processor and an information processing method and a computer program for specifying a user based on information to be transmitted or received to/from an external device, and for switching an operating environment according to the specified user. SOLUTION: When a browser 11 transmits information through a network interface 7 to a Web server, a log-in monitoring part 12 determines whether or not the URL of the destination is registered in a monitor place DB4a. When determined that the URL of the destination is registered in the monitor place DB4a, the log-in monitoring part 12 extracts a user ID, and specifies a user name of the extracted user ID based on the user DB4b. When receiving information from the Web server as the destination, the log-in monitoring part 12 determines whether or not the log-in is successful, and when it is determined that the log-in is successful, a setting switching part 13 sets an operating environment based on personal setting information corresponding to the user name specified by the log-in monitoring part 12.
