PROBLEM TO BE SOLVED: To provide a transfer device capable of performing an appropriate cleaning by maintaining relation of the abutting position of a cleaning member in spite of steering operation for controlling meandering of a transfer belt, and also preventing change of peripheral length of the transfer belt by adjustment of meandering, and to provide an image forming apparatus with the transfer device. SOLUTION: The transfer device includes a driving roller on which a transfer belt is wound and laid and which transmits driving force, a winding roller on which the transfer belt is wound and laid, a tension roller which imparts tension to the transfer belt, and the cleaning member abutting on the winding roller through the transfer belt. The winding roller and the cleaning member are supported by a frame, and a meandering adjusting member making the shaft of the winding roller movable while maintaining the abutting state of the cleaning member is disposed at least at one end of the frame.
