PROBLEM TO BE SOLVED: To accommodate a plurality of OLTs and ONUs different in transmission rate mixedly, in a passive optical network system (PON). SOLUTION: The OLTs 200, 210 different in transmission rate share information of priority frames and destinations, and determine timing for frame transmission to slave stations so that a signal 130 from each of the OLTs 200, 210 does not collide, when multiplied in a splitter 100-1. The OLTs 200, 210 transmit the data to an ONU as a burst signal, to prevent the signals with different rates from colliding. The ONU acquires the information of the following burst frames during reception, and the ONU receives only the signal addressed to the slave station or with the transmission rate of own ONU, thus errors in ONUs can be avoided. The master station receives only the signal with the transmission rate of own master station from slave stations, based on the transmission timing from the side of slave stations, shared by the master stations, thereby reception errors in master stations can be avoided.
