PROBLEM TO BE SOLVED: To prevent destabilization of swirl control caused by introduction of EGR gas, in an intake device for an internal combustion engine mounted with an EGR system. SOLUTION: The intake device 10 for a diesel engine E is provided with an upstream intake passage 12 having an intake shutter 11 installed therein; an EGR gas introduction passage 21 for introducing EGR gas to intake air; first and second downstream intake passages 13a, 13b for branching the upstream intake passage 12 into two passages on the downstream intake shutter 11; and a swirl control valve 16 installed in the second downstream side intake passage 13b. The EGR gas introduction passage 21 is connected to the first downstream side intake passage 13a, and the intake shutter 11 makes larger amount of intake air flow in to the first downstream side intake passage 13a compared to the second downstream side intake passage 13b, when a valve element of the intake shutter 11 is in a partially opened state.
