PROBLEM TO BE SOLVED: To provide a water-saving flush valve which is used in a water supply faucet and a flowing water path of a flush toilet to surely have a water-saving effect over a certain level by a simple construction. SOLUTION: This water-saving block 11 has: a block body 12 fitted into a discharge tube 5; and an outer collar section 13 projecting from the circumference of the discharge tube end of the block body 12. A linear orifice 14 vertically extends through the center of the block body 12. The orifice 14 allows a valve case 1 to communicate with the discharge tube 5. The outer periphery of the outer collar section 13 has the same diameter as the outer periphery of the discharge tube 5. Since the inner peripheral surface of the discharge tube 5 is closely fitted onto the outer peripheral surface of the block body 12, the water-saving block 11 is fixed to the discharge tube 5.
