PROBLEM TO BE SOLVED: To provide a vibration reducing method for a road surface, which is superior in workability, an efficient aspect and a managerial aspect, and which enables vibrations and noises, generated in the passage of a train and a vehicle, to be absorbed or reduced over a wide range. SOLUTION: Stacked bodies 3 are constructed through the following steps: a plurality of scrap tires 1 radially split into two parts are horizontally placed and stacked; cut surfaces 2 of the stacked scrap tires are set flush with one another; and the opposed cut surfaces 2 are engaged with each other in a staggered pattern. The stacked bodies 3 are arranged in such a manner that the cut surfaces 2 of the adjacent stacked bodies 3 are also engaged with each other in a staggered pattern, and the arrangement of the stacked bodies 3 are buried along the road surface.
