PROBLEM TO BE SOLVED: To provide a hydraulic pressure control device and a hydraulic pressure control method capable of considerably saving the adjustment work of the hydraulic pressure control device of a negative brake when shipping products, and a method for adjusting the hydraulic pressure control device. SOLUTION: A hydraulic pressure control unit 20 controls brake cylinders 15a, 15b included in a steering device 5, and has a first control unit 20a and a learning control unit 20c. The first control unit 20a performs the first control of keeping the predetermined reverse trigger hydraulic pressure command value lower than the hydraulic pressure before starting the operation for the reverse trigger time. A learning control unit 20c automatically performs the control of optimizing the reverse trigger time in the first control by feeding back the acceleration or the like during the actual braking.
