<P>PROBLEM TO BE SOLVED: To prevent double payment while protecting personal information. <P>SOLUTION: A terminal device 1 reads barcode information including personal information from a bill brought by a user and transmits the barcode information to a center server 2. The center server 2 converts the received barcode information into an irreversible hash value having no meaning independently, and transmits the hash value to a storage organization server 3. The storage organization server 3 determines whether to have already stored the hash value. When the storage organization server 3 has already stored the hash value, the storage organization server 3 determines that the payment has already been completed and stops payment processing.
