<p><P>PROBLEM TO BE SOLVED: To provide a method of safely and surely specifying a smoker who throws away his or her cigarette. <P>SOLUTION: A cigarette 10 with cigarette identification information 123 for identifying the cigarette 10, personal information on a purchaser of the cigarette 10, and the cigarette identification information, are associated and registered in a cigarette individual information management section 35.
