PROBLEM TO BE SOLVED: To identify an abnormal portion of a charging circuit in an electric vehicle in which a power storing device capable of storing power for travelling of a vehicle can be charged from an AC power supply outside the vehicle. SOLUTION: When a voltage VAC is non-zero (YES in S10, S20) when a DFR (dead front relay) and a CCID (charging circuit interrupt device) relay are in an off-state, it is determined whether the AC power supply is connected (S30). When the power supply is connected (YES in S30), when it is identified that the voltage VAC is AC (YES in S50), the CCID relay is in abnormal conditions in ON fixing (S60). On the contrary, when the voltage VAC shows non-zero although an inverter stops when the power supply is not connected (NO in S30), it is identified that a second discharging resistance is disconnected (S80), and when the voltage VAC shows zero due to the stop of the inverter, it is identified that the DFR is in the ON fixing abnormal conditions (S110).
