PROBLEM TO BE SOLVED: To provide a target tracking device which can perform a tracking process with high accuracy even when an apparent color of a tracking target changes. SOLUTION: The target tracking device 100 for tracking a target object in an image data captured time-sequentially includes a tracking target designation receiving unit 150 which receives a designation of the tracking target that is the target object in the image data, an target color setting unit 160 which sets the color in the image data according to the designated tracking target as an target color, an target color adjustment unit 170 which calculates tendency of color change in a plurality of regions in the image data and adjusts the set target color based on the calculated tendency of the color change to obtain a reference color, and a particle filter processing unit 130 which estimates a region in which the tracking target is tracked in the image data based on a result of a likelihood measurement obtained by comparing a color around a particle with the obtained reference color by using particles which move in the image data according to a predetermined rule.
