PROBLEM TO BE SOLVED: To provide a voice communication simulating apparatus for reproducing conditions for transferring voices of a transmitting person in voice communication by the digital transmitting system, involving various changes to a receiving person owing to differences in various parameters such as sampling frequency and compression rate or the like of the voice encoding system, mixture of noise in the voice bandwidth, and transmission quality of the digital transmission line. SOLUTION: The voice communication simulating apparatus includes a voice signal source for transmitting voices and test tones, a noise adder for adding thermal noise, speaking voices of persons, and sounds in the natural world or the like in the voice frequency band, a voice encoder/decoder, a pseudo digital transmission line, a voice expander, and a controller for independently setting various parameters.
