PROBLEM TO BE SOLVED: To suppress increase in a collection time since the collection time may be increased occasionally by S/N deterioration of a radio channel or the like in conventional standardized transmission procedures although, in a telemeter system, it is one of important requirements how observation data are to be transmitted to a host device in a short period of time. SOLUTION: In batch call control, reception/transmission at a highest transmission rate that each observation station can set is commanded and in individual call control, reception/transmission at a lowest rate that a target observation station can set is commanded.
