PROBLEM TO BE SOLVED: To provide a fixing device which has stable fixing performance and high heating efficiency without causing a partial excessive temperature rise even when small-sized paper are successively passed, and an image forming apparatus. SOLUTION: The fixing device 1 comprises a heating roller 11, a pressure roller 12, and a magnetic flux generation part 13 which applies a magnetic flux to the heating roller 11. The heating roller 11 includes a first conductive layer (main heating element layer 24), a second conductive layer (heating control layer 23) and a third conductive layer (core metal 21) disposed in order from the side close to the magnetic flux generation part 13, the second conductive layer being made of a magnetic body, the first conductive layer having a thickness ranging from 0.01 to 0.05 mm, the second conductive layer having a thickness ranging from 0.05 to 0.20 mm, and the third conductive layer having a thickness ranging from 0.04 to 10.0 mm.
