PROBLEM TO BE SOLVED: To provide an charging member including an conductive uppermost surface layer that is made conductive by dispersing phosphor-doped conductive tin oxide as conductive particles, and capable of stably giving high-definition electrophotographic images. SOLUTION: The electrophotographic charging member includes: a conductive substrate 1; and the uppermost surface layer 3 disposed on the conductive substrate. The uppermost surface layer contains conductive tin oxide particles. The conductive tin oxide particles are made of oxygen-deficient tin oxides represented by a rational formula SnO(<SB>2-x</SB>) (where, 0<x<1) and containing 1 to 10 mol% of P(phosphorus) per one mol of Sn(tin). The crystal grain diameter is 4 to 11 nm, and specific volume resistance is 0.1 to 50Ωcm when subjected to compression forming under a pressure of 10 MPa. COPYRIGHT: (C)2009,JPO&INPIT
