PROBLEM TO BE SOLVED: To provide a developing device reducing a permanent set of a developer carrier, occurrence of irregular density of an image, unstable film thickness, or the like, and also to provide an image forming apparatus using the same. SOLUTION: The developing device includes: the elastic developer carrier 20Y carrying a liquid developer having a developer solid component and nonvolatile liquid carrier; developer carrier abutting members 21Y and 32Y abutting on the developer carrier 20Y when forming an image; and a reservoir part in which the liquid developer is stored. The abutting pressure of the developer carrier abutting members 21Y and 32Y on the developer carrier 20Y is reduced when forming no image. COPYRIGHT: (C)2009,JPO&INPIT
