An apparatus for controlling the power of a multimedia IC chip and a method thereof are provided to generate a driving clock for executing various application programs. A controller(40) recognizes a function block driven for executing an application program and operating an IC(Integrated Circuit) chip basic system, calculates the whole amount of calculation of each function block to be currently driven through a computation amount table(11), and then reads a driving clock value corresponding to the whole computation amount from a driving clock mapping table(13). The controller provides a clock control signal for controlling the generation of a driving clock having the driving clock value to a driving clock generator(20).
