<P>PROBLEM TO BE SOLVED: To solve a problem that a fixing double monitoring function is made ineffective when a zero cross signal does not exist, in which the conventional fixing double monitor circuit has. <P>SOLUTION: In the case of controlling to turn off an AC heater relay 105, the on/off signal of a capacitor heater relay 114 is turned off regardless of capacitor heater relay trigger, so that a power supply source to a capacitor heater 109 is disconnected.
