<p><P>PROBLEM TO BE SOLVED: To provide a system for generating surely a sill image of an important scene when the still image is extracted automatically from a highlight scene moving image. Ž<P>SOLUTION: The system includes a highlight designating means 4, a highlight moving image extracting means 3, a highlight still image extracting means 7, a segment density template 5, a segment density designating means 6, and a still image displaying/distributing means 8. A pertinent highlight scene moving image is segmented from a video image taken by a camera. Then, when the still image with the designated segment density is segmented from the moving image, the segment density near a specific time is set with high density, and thereby the important scene is extracted as the highlight still image.
