PROBLEM TO BE SOLVED: To provide a technique for achieving high-speed packet filtering. SOLUTION: A communication control unit 10 includes: a database for storing a rule for determining the permission or non-permission of the passage of communication data; a search circuit for acquiring communication data and searching whether the communication data coincide with the rule stored in the database; and a processing execution circuit for determining the permission or non-permission of the passage of communication data based on the search result by the search circuit, passing the communication data of which passage is permitted and blocking the communication data of which passage is prohibited. In the communication control unit 10, a PHY processing section 5a eliminates processing for confirming whether a destination address is the address of an own device and supplies the acquired communication data to the search circuit.
