A radio scheduling device used in a radio communication system in which a modulation method is selected according to the radio quality includes: radio quality acquisition means and scheduling means. The radio quality acquisition means acquires radio quality information indicating radio quality for each of the mobile stations. The scheduling means uses the radio quality information acquired by the radio quality acquisition means so as to judge the emergency degree of allocation of a radio channel in accordance with the radio quality and allocates the radio channel to a mobile station having a higher emergency degree with a higher priority.
